KUALA LUMPUR, MALYSIA (October 29-21, 2018) – The Study Tour is part of Universiti Sains Islam Malaysia (USIM) International Staff Attachment Program offered to ARMM Regional Governor Mujiv Hataman and Delegates Dir. Amir Mawallil of BPI, Asec Aleem Giapal for ARMM-Foreign Relation, ED Abdulmuhmin A. Mujahid of RDI-ARMM, Admin Dimnatang Radia of CDA-ARMM and Dir. Jehanne Mutin of RCBW-ARMM. This includes a 3-day (October 29 – 31) intensive study tour to International Islamic University Malaysia (IIUM) Gombak Campus and Kuala Lumpur Campus respectively. The arrangement was made possible with the good office of Emeritus Professor Tan Sri Dato’ Dzulkifli Abdul Razak, Rector of IIUM who is the Founding Convener of Sejahtera Leadership Initiative (SLI) and the Former Chairperson of USIM.
The ISAP-IIUM-ARMM activity was basically focus on knowledge sharing presented by prominent professors and Deans of different Kulliyah institutions of IIUM.
Day-1, October 29, 2018
A simple ceremonial program was done started with Du’a, followed by Welcome Remarks by IIUM Deputy Rector Dr. Isarji Hj Sarudin with short video presentation of IIUM. Afterwards RG Mujiv Sabbihi Hataman delivered his message of gratitude to IIUM by opening its window of opportunity to ARMM after introducing his delegates. Then followed by a short message of Emeritus Professor Tan Sri Dato’ Dzulkifli Abdul Razak, Rector of IIUM. Afterwards, the first sharing session was given by Associate Professor Dr. Romzie Rosman of Institute of Islamic Banking and Finance (IIBF); Second sharing was deliverd by Professor Dato’ Sri Dr. Ashgar Ali bin Ali Mohamed, Dean of Ahmad Ibrahim Kulliyyah of Laws (AIKOL); then by Professor Dr. Mohamed El-Tahir El Mesawi, Deputy Director of International Institute for Muslim Unity (ILMU).
Day-2 October 30, 2018
The sharing session started by En. Ismail bin Jasmani, Deputy Dean Student Affairs of Kulliyyah of Architecture and Environment Design (KAED) at the building of the Kulliyah, and whilst visiting Rumah Perak met Professor Dr. Khaliq Ahmad, Director, Office of Promotion & Marketing and the Founding President of ICIFE. It was followed by Professor Dr. Mohamed Ridza bin Wahiddin, Head of IIUM Cyber Security Centre, Kulliyyah of Information and Communication Technology (KICT) at building of the Kulliyah within the Campus of IIUM. Then we went to International Institute of Islamic Civilization and Malay World (ISTAC) about 30min from the main Campus of IIUM and warmly welcome by distinguished Professor Datuk Dr. Osman bin Bakar, Shaikh al-Kulliyyah & Chair holder of al-Ghazali Chair of (ISTAC) and Professor Dr. Thameem Ushama, Dean of ISTAC and took our lunch and Juhur-Asr prayer at Masjid Zainab within ISTAC campus. Then sharing session started and they offering Special Scholarship Assistance to ARMM who want to pursue his/her MPA and PhD.
Day-3 Nov. 31, 2018
Sharing session started by Professor Dr. Hamzah bin Mohd Salleh, Dean of International Institute for Halal Research and Training (INHART); then followed Professor Dr. Mohamed Aslam bin Mohamed Haneef, Director, Centre for Islamic Economics, Kulliyyah of Economics and Management Sciences (KENMS); and then by Br. Mohd. Razif bin Mamat, Covering Director of IIUM Waqaf (Endownment) Fund.
All sessions of the program are helpful and highly beneficial to all of us the delegate of RG Mujiv as well as to the people of Bangsamoro in ARMM. Thus, our salutations to the prominent presenters who shared their valuable knowledge. Our special thanks also to the Event Chief Organizer of this Study Tour, Professor Dr. Isarji Haji Sarudin, IIUM Deputy Rector (Academic & Industrial Linkages) and his team: Br. Tuan Anuzi; Dr. Siti Zubaidah Anuar and Br. Wahab Zawawi but most of all to Emeritus Professor Tan Sri Dato’ Dzulkifli Abdul Razak and his Team for his support and effort for this valuable study tour.
This partnership has been given a significant boost and a timely signing the Letter of Intent (LOI) between IIUM and ARMM which will be followed between USIM and ARMM accordingly. It is highly commendable to record their initiatives in putting together this compendium of multilateral programs, a “best practice” in research and development (R&D), exchange programs, education, training, consultancy and Sejahtera development. With this LOI, a joint working group to review its implementation need to be established.
Emeritus Professor Tan Sri Dzul said, “As reflected in signed documents, the compendium places in proper context the current and future initiatives to address the challenges and harness opportunities to deepen bilateral engagements with ARMM. It will also encourage fresh initiatives for a more meaningful partnership between Filipinos and Malaysians. There is no doubt that this deepening partnership adds value in highlighting the region’s best assets and bright prospects toward a people-centred, inclusive and progressive ASEAN. We need to strengthen and broaden co-operation in the new narrative that is beyond SDGs.”
In response, Honorable Mujiv Hataman said, “As Regional Governor in the past 6 years and under the guidance of President Duterte, I’ve worked with various Departments and other stakeholders in Kuala Lumpur and Manila for Mindanao Peace Process. I can feel that the hearts of Malaysians beat like that of the Bangsamoro because our two peoples share much in culture, religion, values, heritage and in our aspirations for peace. Yes, together we can nurture and enhance this partnership by opening new chapters in win-win relations built on trust and shared commitment that mutually beneficial economic growth and sustainable human development.”
